As you mentioned, free proxies basically do not work. There is no free solution to getting a proxy for Craigslist. You will have to pay. You probably don't want to hear that but it is the truth. Craiglsist know what to look for when detecting proxies, and free proxies do not mask themselves and anyone can examine the IP and detect that it is coming from a proxy. This is what Craigslist does and that is why 99.9% of free proxies won't work. The best solution is to setup your own proxy. The IPs will be completely undetectable and you can get them from any country you want (need IPs from the US? Setup your proxy in the US. Need IPs from the UK? Set it up in the UK). Setting up your own proxy is much easier and cheaper than you probably think, but if you are serious about posting on CL this is the only option you should consider.

Open proxy servers are mostly run by hackers looking to lift your personal info or put software on your computer so they can use your IP address to hack from. This is not the answer.
Evidently you aren't a freelance web developer, or you'd know that the website owner sets the rules and the users (you) have the choice of obeying them or getting completely blocked from the site. (It's not illegal to block an entire country, if you force them to go that far.)
You're going to want to build trust with the Craigslist.org staff. They'll still see the similar ads or URLs and delete them; you're best off just waiting until you're allowed to post again. Not to mention they can sue you for $1,500 per overpost.

The website might have ban your IP if you don't have any filter.
Filter software are more likely to ban you from visiting certain site but if not then it the website itself for banning you for some reason.
